ECA media advisory: upcoming audit report on the EU’s Joint Undertakings (publication: 14 November 2023)

On Tuesday 14 November 2023, the European Court of Auditors (ECA) will publish its annual financial audit report on the Joint Undertakings, the EU’s public-private partnerships with industry and research groups.

 

ABOUT THE AUDIT

Each year the ECA examines the accounts of all Joint Undertakings of the EU, and verifies whether the revenue they receive and the payments they make show no material faults according to accounting rules. The auditors have also checked the implementation rate of the Joint Undertaking’s activities according to their respective contribution targets, which are partly dependent on the nature of the research and the varying duration of projects and their operability. Specific findings and recommendations for each Joint Undertaking will be provided.

ABOUT THE JOINT UNDERTAKINGS

In 2021, the Council of the EU adopted new regulations setting up ten JUs to implement actions under Horizon Europe and Digital Europe, the multiannual research and innovation programmes for the 2021-2027 financial period. Seven of them were already operating under the previous programme (Horizon 2020) and will continue under the new programmes as new legal entities, with new names and increased or slightly changed remits. In addition, three new JUs have been established: Smart Networks and Services, Global Health and the European Cybersecurity Competence Centre. The ECA will audit these three for the first time after they have obtained their financial autonomy, which is expected in the last quarter of 2023. The Council also extended the lifetime of the European High Performance Computing JU to 2033, allocating it more funds but remaining under the same name. F4E, whilst being a JU, was established unto itself in 2007 for a period of 35 years and deals with the European part of the implementation of the ITER nuclear fusion project in Cadarache (France).

This year, the ECA audited nine of the twelve JUs currently operating.
